Add simple scout jobs function to existing Rails project.

I'm developing prototype of engineer's job-matching platform using Rails.

Now this service has

* post projects (for companies)

* apply for projects ( for engineers)

* save engineer's job profile

* chat ( engineers & companies)

* company accounts can search engineers and read their profiles

those basic functions.

I want to an engineer who can add `scout function` to this service.

## Function Requirments

* company accounts can read engineer's profile, and then can click `send scout` button

* after clicking `send scout` button, modal should be open

* company account can select one of their projects ( from all projects they've posted) at the modal view.

* new chat message is created automatically ( "Please read our project: #{[login to view URL]}. ")
