CSS/Java expert needed to create CSS and Java for website

We are looking for someone to clean up a simple web site layout for us which is in CSS with some minimal Java to control the menus. This is a very simple web site design with a layout that already exists. The CSS and Java files already exist and have already been written. But there is too much content in these files that is not used. We need someone to clean up the CSS and Java files and make sure only the code that is actually used remains.
The menu includes a desktop version and a mobile version. There is a small problem with the menu that needs to be fixed. And the menu needs to be cleaned up.
You will be given the existing files and asked to either clean them up or write your own new version, which ever you feel is easier, since this is not a complicated web site.
This is not a complex job for a CSS/Java expert.
