Game iPad and iPhone

I need someone to create a airplane fighting game with the lead character's African American a male and female. Something with a cartoon feel to it with different stages on it keep the lead characters young. I would already like the game to be ready with the rights to the game so I can put it out on iTunes. I'm open minded about the game.
