Create a drawing/sketch animation for use on responsive HTML5/CSS3 website

I am looking for someone to create an interactive animation for a webpage. This will start with a view similar to looking in google maps which will be provided. On the land we will have sections for residential, retail, industrial and church etc. I would like the land view curved as though your are looking down on to the world. Once you select one the sections say residential, the view is to pan in and display a flat area of land, artwork will be provided for how this is going to look at the end, what we need is to sketch this graphic as thought its drawn with charcoal in about 3-5 seconds and then we zoom the user into the webpage for that section by passing through one of the buildings. A perfect example of what we are trying to achieve can be seen in the first 15 seconds of this video on youtube [login to view URL] We will be providing the initial map, the drawings of the sections which need to be the end results of the sketch. We can provide these in various formats. and maybe other angles etc if needed, open to requests. We require this animation to work outside of Flash so its available on all devices and be responsive to work on mobiles, tablets and desktops. Maybe its HTML5 canvas I am not sure as this isn't my area! I will only assign this project to an artist who has work like this on their portfolio.
