Website connect to a server that gives directions to Nintendo switch

Hello! This is a project that may include several areas of expertise, so if you are not 100% confident in your abilities, but you have a friend that can help you I'll hire you both. First of all I'll explain my situation a little bit, I'm and eBay seller and this project is going to help me keep track of everything and help me automate some stuff, that way I only need to focus with programming the Nintendo switch. There are three main parts to this project (I think). The website, the "computer/controller" and the Nintendo switch. The website: it doesn't need to be anything fancy but it needs to be able to do some things. Once someone makes a purchase on my eBay store the website should be able to create a "profile" for that order number. When one of my buyers enters the website they should be greeted with a screen where a message appears saying "please put your order number in the box below, your code is valid for 3 attempts. if not contact blabla" it can be detailed later and also the option to put their order number. Once they put their order number and press enter the website should give them their position in queue and the estimated wait time. (since more than one buyer could put their order number at similar times and it will take a few minutes per order). Once the person puts the order number the website would have to send a signal to the Arduino/computer/server (whatever it needs to be, I'll pay for the materials, for sale of simplicity I will refer to it as computer from now on) and this one would have to choose one of the programs it will have installed, each program being for each product listed in my page, so the website would also need to detect which item has been bought in order to give directions to the computer. Once the program starts running then that should be end of that interaction and everything should go on to the next person in queue. As for the programs that would need to run, they just need to be series of button presses for the Nintendo Switch. I have been able to make them work perfectly with teensy++2.0 and they also work with Arduino as long as everything is set up correctly. I understand this may be hard to understand here, so if you are interested we could make a conference call where I can explain everything with more details and you can ask all the questions you may need. I will pay for all the materials, but preferily I would like the costs of said materials to be included in the offer as an estimate.
