Build an ASP.NET MVC5 Portfolio Website

I am building an application in Microsoft's ASP.NET MVC 5 framework. So far I have a solid outline of the project scope which I will share momentarily. But first, a little idea of what the project entails.
I need a developer to work on designing the models and controllers certain parts of the application. I need models and controllers for an internal messaging system, photo and video gallery as well as a profile page and possibly an integrated forum. I have a database schema which the developer will work with. I am using the ASP NET Authentication library.
In case you are wondering, I will be handling the views and some of the data models myself. I am very familiar with MVC 5 and although I am no expert I do have certain guidelines that need to be followed.
First off, any developer I hire must be experienced in ASP.NET MVC (C#, no Visual Basic or C++). If you have only worked with Web Forms, please do not apply. (I will be checking portfolios). I need the model and controllers to be very distinct. No mixing data with logic. Also I need someone who can work on schedule. I would like this website finished by the end of the year.
While I encourage whoever bids to give me a good rate, I am looking for good developers and am willing to pay for a good developer who I can trust.
I will be paying based on project. I will not be paying based on hours worked.

This project will be hosted on Microsoft's Azure platform so familiarity with Azure is a plus but not a requirement.
