Short animation in Adobe animate.

I need an animation that starts in space looking at Earth and specificly America. The camera zooms into a location on America where it shows an animated (cartoon) man walking and turning. He is then joined by others who eventually completely populate the screen. The camera then zooms out and rests on the same original picture of America as seen from space but America is now completely blue. I have purchased the necessary Earth image from Shutterstock. I have started a .fla file. Attached is an MP4 of how I want it to look. I will need the finished .fla I just needed it finished.
