Offering and acceptance website

I need a new website based on wordpress. I need you to design and build it. the website will let the user register with needed of ID card and user photo and fill the form that contain ID Card Data, etc. the user (A) can upload a file or type it and/or fill a form then make an offer to the other user (B). b4 the offer forwarded to the other user (B), (A) forwarded to payment landing page with manual verification button. when the admin accept the verification, the offer is forwarded. (B) get notif by mail and the web if he/she get an offer. (B) can read the full offering from (A) then can agree with the offer with a button. if B agree the offering, both A and B have a private page that show the uploaded document, their ID card data and the date, time, when the agree button is clicked. all of the session is private for both, and only admin can see unrestrictly. all copyrights is mine, u build in xampp and sent to me. i test it, and the payment is yours. thanx..
