Material Design, Interactive, Map-Based Website

Hello, this site will be a map-based interactive web app with one primary purpose: Check the status of something specific in any given country or U.S. state. Here's a bit of a walkthrough of how it should work: Home page has a button, when clicked the map starts working. The map should be animated when moving to different locations, it should also be pannable and zoomable. When you hover over countries a tooltip with the name of the country should pop up. When clicking a country, a detail window will pop up with different information, such as Country Name, Flag, some text and a table (or several boxes) separated by color. There should be search functionality for searching Countries or States, the map will move to the (only) result and open the detail window for that country. Countries on the map will be color coded using 4 colors, the legend should be clickable to turn on or off (or highlight) the selected "color filter". The map part is the most important feature in the website. Possibly in the future some other things will be added. Something very important is the quickness of the map when it's working, the movements should seem very fluid, like the below example. It shouldn't be laggy or jittery. The design for the page should be 100% material design, since I plan to port the website to mobile apps later on and would like to maintain that aesthetic.
