Looking over the project requirements, I normally wouldn't recommend a framework, and instead would opt for a custom system, but that can definitely blow the budget out 3-4 times what the current budget is easily. Your best bet would be to use WordPress, built on a custom theme with a custom system that extends the current WP functionality to achieve the end result you're after. Some of the items, like questionnaires and surveys could be collated into different form plugins, using the entered information as backdrop content for calculations as necessary. For this to work though, I would need a range of data points and how scores are calculated supplied before development of each section could be possible.
