Create a printable art piece in the shape of Washington state

I need to create a print based on 28 individual images created by 5th grade students. This is for a school auction. I have scanned an image of Washington state in the exact size that I need the print to be. I have attached 28 individual images that were done by 5th graders. I'd like these colored in (shades of blue/green) and placed on the map in an artistic way. The map itself should have a white background. I have also attached an image of a Washington state map that already has art work on it. This is kind of a template for the look we're going for. All of the individual images done by the kids will need to be resized (much smaller) and colored (I'd like a ranged of blue and greens. I attached another image with blue/green triangles to show the color ranges I'd like to see on it. Feel free to use artistic judgement in how each individual piece is colored in. Some could be colored in completely and some could just be outlined in color, etc. However, anything that is black on each piece should instead be blue or green. No need to include any names, each image should be cropped so you're including the image only.
