Copy website to /dev

Can you make copy of website - please take a copy of current website and put it in the /dev directory. Also will need to copy the database. I'm sure there are tools to use to do this but if you need to do manually, here is a good overview [login to view URL] . The goal is to have 2 functioning independent web sites.? After this is done, i will pay invoice and close this project. Let me check it Can you tell me which website copy you want so we can check it?
