Build a membership based website

Need a custom website built. I don't want a generic wordpress theme. You can use a platform like Magento or wordpress but the functionality and images need to be custom. If using Wordpress, it must be stable. The last wordpress themed site someone built for me would constantly reset back to the generic images and data after updates. This needs to be stable and never have the possibility to reset. This is how it will work: The site is based on personal safety. Everything about it should relate to a person's safety when meeting someone in person for the first time after meeting online via a classified service or dating website. The members will join and have a Safety Score generated for themself that they share with other members. The other members then use that score to help determine if they should meet that person. The score is created using a specific set of calculations based on background and other items. When a user joins, they will be given a generic score of 50. They have the option of getting the score higher by submitting to a background check, verifying their ID, and other methods. Home page is presented to visitors with one large image(that is full screen) that you will provide (royalty free). It will show a woman or woman and a man where she is nervous. Like she's not sure what to expect or who the person is. She feels unsafe. There should be a few statistics on that image that I will provide. You can seed it with generic information like "10% of online dating profiles are made by sex offenders", "50% of online profiles are fake", "77% of online classified posts are not legit". There should be a menu at the top with the following items: - What's in a Score - Get your Score (It's Free) - Login The logo for the company is attached as well. The "what's in a score" page is an informational page. That should be pre-populated with generic information that I will update later. It should have a couple images there as well. The information will relate to how a person is "Scored" for safety. The "Get your score" page is a sign up page. It should request, basic information such as name, email and phone number. Once a user enters this information, they should submit and get an email to verify that address before they become active. The Login page should allow the user to login or retrieve password if forgotten. Once logged in, the user should have a dashboard. At the top there should be a new menu or tabs so the user can see their score or look up another person's score. When looking at their score, (which should be large numbers at the top of that dashboard), below should have the option to "Increase my score". If they click increase my score, it should open a section below for several options. (Similar to the way a one page check out would work. You click the header of each section and it opens the form in that section. This is the pay subscription part. Pricing to be determined. 2 levels - 1. Basic background check (approx $99/year) 2. Extensive Background check (approx $29/year) Once they pay, the following sections will be updated in their dashboard 1. personal information for background check - Date of birth, Drivers license number, physical address - Ability to add up to 5 additional previous addresses the person has lived the past 10 years 2. Upload Photos 3. Upload drivers license Once this portion of the website is complete, a second phase will be quoted separately. This will include automatically generating a csv file for all background check information to be submitted to partner. Automatically calculate a score based on information returned by partner. Automatically generate emails to members with score changes. Create an API for partner websites to retrieve a score from us on demand. You must have good reviews and have done other projects. Send samples of your work and what platform (or custom method) you will be using for this.
