Build a P2P Donation Website

I need a 2x1 peer to peer donation website or script example. Givers receive back their donations in between 24 hours - 14 days depending on the queue. After you are paired to donate, you have only 3 hours to donate or be removed from the system. If one is paired, he has the option of declining or paying within the 3 hours. -During registration, members will have to provide email, phone number, username and password, bank name, input account number and account name, and capctha before they can submit the form. Note that no user is allowed to have multiple account, the system should not allow use of same email, username, phone number, bank account name, bank account number and bank on multiple accounts on the system -After registration, the proceed to confirm their email address with confirmation message sent to the email address. Once user is logged in, they should proceed to chosing the package that they want to provide help with. Receiver account should have purge button incase giver does not wants to pay, once receiver click the purge button, the giver should see get notified by clicking a button with accept purging or decline purging. if the purge is declined, both the giver and receiver account will go to the dispute resolution centre of the admin. It should have live chat between the giver and receiver and vice-versa. It should live chat between admins and members. No referrals: Users that sign into the website do not need to refer other users to earn. The system should automatically match them with new users that registered into the site. This matching system should be able to run automatically. It should have a robust admin back end where we can monitor users, block them and delete them. At the back end we should be able to assign how often we will be matched with other users to pay us. We should be able to confirm the payment so that these users can recieve 200% from other users. This is a simple 2x1 matrix system, which should have ability to increase to 3x1 with a responsive web design. More features will be added to it for whoever the project is awarded to. please note that two designs is recommended and will be chosen from before awarding project for building. security of the site against hacking is paramount.
