Build a custom website from scratch in Wordpress.

Hello people. I am looking for someone to build a complete website for me. This website Reminds a lot of [login to view URL] where users should be able to post content on the site and other users will be able to Like or Dislike the content. And as people like this content or others there should be a timeline in the websites home page, that will show these most liked ones, let’s say if one has 100 and another 50, then the 100 will be at the top. However, the user should be able to have two home pages, one with the Timeline decided by others etc., and one personal homepage where they will be able to see posts only from people that they have followed. Users should be able to create an account to the website, where they may choose to be a Reader or a Writer. And by that I mean, that readers can add posts/content, but writers posts should weight more in the timeline, since these can be companies etc. There should be predefined categories to choose from when writing a post, so users later on can search for posts with category filter as well. Writers should be able to ask for money for their given posts to be entered, and they should also be able to make some posts without a fee if they please so. At every post, a user should be able to click on a "join chat" button, where he/she can join a discussion or debate about the content in a live chat. But this chat should not be erased, since if other people enter the post chat later, they should be able to see older chat history. Users may only be allowed to write in the “post chat” for every x second and wait before they can write something new. Users should be able to add other people ass friends, and be able to make private chats as well. But private chats should be open and available for endless chat. You should be able to Design a proper logo, and be able to design the whole website in Clean and mobile responsive manners, and it must be modern looking since we will add an app for it aswell. I have added a VERY ugly picture of how it possibly can look, but im not a designer and you must lead the way for a beutifull design. After these things have done, we will talk furthermore about other details, you should and must be dedicated to the progress and work of this website 100 %. P.S: the budget is low!.
