Build me a Spreadsheet

We need a tool to validate our forward bookings data. Each clinician can only bill certain items, however our Reception Team often mix them up. I have a report I can run called Uninvoiced Bookings report (attached), I have changed the clients names for privacy reasons. I want a Macro spreadsheet where I can upload this report and it will automatically generate an exception file of all those clinicians who are billing items which they shouldn't. I have attached a list of 'acceptable codes'' per clinician in the "Booking Validations" Attachment, on the Tab "Clinician Valid Fees". I would like the exceptions report to reflect the Tab ""Appointment Errors"" on this sheet. I have done some combining and lookups on this data to ensure that the base data gives a valid result. I will also have to be able to alter the "Clinician Valid Fees" from time to time as well, so this can't be a locked field.
