I have 15 years of CAD experience, including some in AutoCAD. I've also got 4 years of industry experience doing steel work and drawings, with a degree in Mech. Eng. This looks like a fairly straight forward project. Initial thoughts are to cut where you have indicated and add a flange on each side with bolt holes. This would allow on-site bolt-up assembly, keeping paint intact, and removing the need for difficult to use on site tools, such as a welder. I'm a little concerned that you will also need a vertical cut through the "plate" section. It may be possible to add a hinge to this section so that it can fold out into place. I'll work with you to ensure that it's satisfactory.
