C# Winforms App Developer with Excellent PDF Annotations and Measurements Ability's for Construction Estimating System I am adding an OnScreen TakeOff of PDF and possibly Tiff Construction Files.
I have Pdfium installed as the drawing viewer right now.. But I am open to any suggestions for another open source PDF reader and editor that may be more suitable

The way it will work is that a User will either create a new project or open and
existing project, the location of the drawing uploaded during that process will be
loaded into the Drawing Tab. The drawing is auctally stored on the users computer, and I have created code so that on the first time run it creates Directories on the users computer,
C:\TON_Documents\Logs
C:\TON_Documents\TakeOffs - The databases are also stored
C:\TON_Documents\Templates - A Directory with the project name will be created here and will store the drawings and proposals.

So after Project Creation, the User will create a condition (Line Item) for that Project and then be able to go and TakeOff the PDF Construction Drawings where they will be able to Measure Lineal Footage (LF), Square Footage (SF) including Polygons Shapes, and the ability to Count Items, each condition would have description
and could have one or many items added from the database.
This Project is just to get the Description, and Measuresments into the database which will also be shown in the Conditions Tab,
The Annotations will just be added to the database so that anytime the Documnent is reopened and or printed all Measurements and Annotations will be shown correctly.
The Measurements will be also be able to be edited or added manually in the conditions tab, this I will handle and update the database.
The conditions (items) will be added by the user though the database.
They should also be able to add Annotations similar to what is shown in the context menu shown in the images I uploaded.. They must be able to select colors/transparency/line thickness/etc when measuring LF
this should work with Imperial and Metric Mesurements with a few Dockpanels. I am using [login to view URL] (DockPanelSuite) now..
