You already have a dot net winforms project created using DevExpress UI tools. your requirement is to move User Interface (UI) MVC Web Application. As guessed from your description, The application architecture is three-tier with DL(Data Layer), BL(Business Layer) and UserLayer. you only need the UI part to be web based. Further we can develop it as a responsive web site and to speed up all client side using jquery or java script I am working on .net platform from the last 16 years and on MVC platform from the last 5 years. I have been working on asp.net MVC as well as on desktop that includes Deexpress tools almost in every project. You need to specify the size of the project, domain etc and the real implementation time depends on that. It also includes how you want web operations happens as web behaves differently than desktop. e.g. async updates through ajax. Will be happy to assist you.
