Remote Solar & Traffic Device Monitoring System

I'm looking for a full device communication solution for the remote installation of traffic monitoring devices. This communication unit will be installed inside a large pelican case used to store batteries that are powering a side-fire radar unit on the side of the roadway. Feature list:

-Connects via built-in cellular modem w/ SIM card

-Monitors life of batteries within the case either directly from the batteries or via a solar controller

-Converts RS-485 (signal coming from the radar unit) to cellular signal for the purpose of logging into the radar units remotely; the radar units do not have their own device IP address but are capable of being remotely monitored from a client application .

-Battery life needs to be accessible through a client program separate from the device configuration application. It needs to be easy to use (i.e. you're given a battery level just by typing in and submitting an IP address or selecting from various IPs in a drop down menu).

-Resulting device needs to be rugged enough to be shipped around US for various installations and to operate in extreme temperatures/weather conditions (bear in mind it'll be inside a pelican case to help with this).

-Also needs to be relatively low cost for production (<750, but I do have some flexibility here).

-Upon approval and testing of a prototype, will need approximately 12 units assembled and delivered.
