Well, without knowing what problem you're trying to solve, it's kind of impossible to estimate the budget, you know? For example, GA for TSP and GA for some complex optimization of 3d shapes or w/e are entirely different classes of complexity/time/budget. One would take something like two or three hours, the other could take fifty. So, without some information on what exactly is the problem you're trying to solve, it's basically impossible to give you a proper budget/time needed. Anyhow, if you PM me with the information on what the problem you're trying to optimize actually is, then I'll be happy to give you a proper time/budget/anything else estimation and we can go from there, if you're interested.

I used PSO to tune Fractional Order PID controller in addition to Linear Quadratic Regulator (LQR) to stabilize non linear system. This system is called Inverted Pendulum system. I finish my master degree since 2016. Also, I have an Multi-Objective function which have good results for any system. It is a general multi objective function. The results are very promising. I can use PSO and do your optimization problem sufficiently. I can also help you in GA.
