Refine ASP and modify MVC

I have a series of small changes required to for an ASP site and MVC website. Most of these issues relate to the ASP site. 1. Fix SQL Server Agent: Jobs hang and stop processing script. Fix this. Need to send email to notify jobs are hanging. 2 Emails generated to recepients ask them to complete a task by AEST. If the receipient is recorded as being in India the email should state the IST not AEST. 3 WEBPAGES to display time in the users time zone. So if I make an entry in AEST and you log in(being in IST), it should show the time at your location. 4 Script says job created at TIME. But what is really important is when the job was ISSUED. So record the time ISSUED (ie email sent not when email is created ---- note if the system doesn't hand this is not an issue. 5 Modify UPLOAD Information. We upload information onto the system. When material is uploaded, I want an email generated to tell us material has been uploaded. 7 reCaptcha code to be loaded 8 Changes to website address/contact details 9 Larger project is to replicate this into the MVC site and modify various aspects of the site. I have limitations as to access. The work needs to be completed on my site. You have to work remotely using RDP or AnyDEsk as an example.
