Create Spinning Animation of Logo

Hi I have an image which consists roughly of 3 circles, one within the other and then our logo in the middle. (Please see left half of the image). I need this animated so that the 3 circles spin around as in the right half of the image. The logo should spin with the most inner circle. I presume this will be made in flash so need the source file, .swf and animated gif formats, however if it will not be made in flash then I need to know what formats can it be delivered in.
