Pickup documents in Wan Chai HK

I am applying for a license with the Hong Kong Customs and Excise Department, which requires a local representative. The representative freelancer will only do the following: 1. Provide his mobile phone number 2. wait for a SMS from the HKCED, and proceed to address of my virtual office (903 Dannies Hse 20 Luard Road, Wan Chai HK) 3. On the same address above, the office will hand you my stamp and company documents. The freelancer will just hand these to the Hong Kong officer. 4. The freelancer will need to sign a document indicating that he is my authorized representative, and will need to show his/her passport as proof of identity.
