Fix Banner tracking and User manager in my script

I need someone to fix web banner click tracking and views. Currently it tracks on Admin refresh, but I need it to NOT track admin views of the banner. It should however track user views and also guest views.
I would also like to possibility to transfer user accounts to ONLY other user accounts in the same dealership OR admin. Admin should NOT be able to transfer users listings to ANOTHER user in ANOTHER dealership.
