Get a Website Built -- 2

Hello, I need a website built that can run background checks via the [login to view URL] api and other apis that will be disclosed in the project. Once the users login they will run into a search page which will ask for the information required by the accurate background API and upon submitting will be taken to a results page. My current design example is at [login to view URL] however I give the freelancer full authorization for different designs. I need the website to house a login and register functionality and the freelancer can expect ongoing work managing the website.
