Photoshop OpenCV Plugin Template

Hello,
I wish to develop a plugin for Photoshop that will use OpenCV.
I cannot give my code out so we shall use a basic OpenCV function.
The template should operate as follows....
0 - Install and configure plugin with Username/Password.
1 - User can then create a photoshop image.
2 - Check Username/Password for plugin with a web service call. (DO NOT IMPLEMENT WEB SERVICE CALL, ONLY CONFIGURATION)
3 - Apply OpenCV function to image.
4 - Save image with applied OpenCV function (You can use OpenCV blur).
NOTE: You should NOT be able to edit the image again after the effect is applied. It should be saved directly, with appropriate jpeg compression. It would be good if the plugin has an option to choose the output format jpeg or png BEFORE the effect is applied.
Expectation.
1 x Photoshop plugin
1 x Instructions on how to compile and build
1 x Instructions on how to edit and extend with my own OpenCV code.
Please provide examples of your experience creating plugins for Photoshop.
